Deviations from regulations become established gradually over long periods of time. Minor violations of the rules occur here and there, none of them giving rise to harsh intervention. But each of these minor violations helps undermine a rule or regulation until it is no longer observed. If you notice such minor deviations,do not wait and take corrective action immediately.
